    Try rebuilding the carb, sounds like varnish is keeping the needle valve open or making the floats stick open... pressure from the fuel filter may be pushing the gas through too.  Is it an elec fuel pump?  maybe it's hooked up to a switch instead of the ignition...  or shorted to a wire that's always hot.  you could hear it running if that's the case...

    oops - that's pressure from the fuel PUMP, not the filter... sorry
